A 911 Incident Is One Story. Why Is the Data Still in Pieces?

A 911 incident is one continuous chain of events. The data that explains it rarely is.

The first ring enters through the call-handling system. The incident record takes shape in CAD. Dispatch activity moves across radio. A text-to-911 conversation may sit in another application. Quality evaluations, coaching records and staffing reports live somewhere else again.

Each system contains an important fragment. None, by itself, explains what the emergency communications center actually experienced.

That is how a call can be answered within target and still take too long to dispatch. How a recurring quality issue can remain invisible because it appears only within a particular call type. How one telecommunicator can carry a far heavier emotional workload than a colleague who handled the same number of calls. And how leaders can be surrounded by data while still lacking a clear view of what is happening across the center.

The information is there. The connections are not.

The Incident Is Connected. The Systems Are Not.

After a major incident, the search for answers can look surprisingly analog: timestamps written across a whiteboard, arrows connecting one event to another, recordings opened one by one and reports pulled from multiple systems.

What happened first? When did the situation escalate? What information did the call taker have at that moment? When was the incident entered into CAD? How quickly was it dispatched? Did the priority change? Which radio transmissions belonged to the incident? What decisions were made, and what was known when they were made?

Patrick Botz, Director of Engagement at NiCE, distills the challenge into a few essential questions: “At the time of an incident, what happened? What did people say, hear and do? And what did they have access to when decisions were made?”

Those are not separate reporting questions. They are chapters in the same operational story.

Yet when each chapter is held in a different system, reconstructing that story becomes a manual investigation. Supervisors search for recordings, compare timestamps, move between reports and attempt to reconcile information that was never designed to be viewed together.

That fragmentation does more than make incident reconstruction difficult. It affects nearly every aspect of the center.

Quality assurance becomes more labor-intensive because calls must be located, selected and evaluated manually. Performance reporting requires information to be extracted from separate call-handling, CAD and business intelligence systems. Coaching preparation takes longer because supervisors have to assemble the context surrounding an interaction before they can discuss it meaningfully.

Every hour spent gathering those fragments is an hour that cannot be spent supporting the people behind the headset.

Answer Time Is Essential. It Is Also Only the Beginning.

Most emergency communications centers closely track two metrics: how many calls were answered and how quickly they were answered.

They should. Those measures are fundamental to service-level performance, regulatory reporting and, in many cases, funding.

But they describe only the opening moments of an incident.

A call may have been answered within ten seconds, but how long did it take to enter the incident into CAD? When was it dispatched? Did a transfer create a delay? Did the incident’s priority change? Was the call reopened or escalated? Were certain incident types consistently taking longer to process? Did performance decline during a particular shift or peak-volume period?

A center-wide average can look perfectly acceptable while concealing an operational problem underneath it. A delay affecting only high-priority EMS incidents during overnight hours may disappear inside an otherwise healthy average. So can a process bottleneck involving one agency, a training issue associated with a particular call type, or a technology problem that surfaces only during periods of heavy demand.

The problem is not that traditional metrics are wrong. It is that, viewed in isolation, they are incomplete.

As Jeff Henley, who leads 911 product management at NiCE, explained: “Speed alone is not the story. Perhaps it’s about knowing where to look, not ranking staff.”

That distinction matters. Data should not flatten complicated work into a leaderboard. It should provide enough context to show leaders where to look, what questions to ask and where support or intervention may be needed.

To do that, the center must be able to move beyond individual metrics and see how the incident progressed from the first ring through call handling, CAD entry, dispatch and response.

When the Fragments Connect, Context Appears

A longer call-entry time may require coaching. Or, it may be associated with an unusually complicated incident type. A rise in abandonment may reflect staffing. Or, it may coincide with a sudden increase in call volume from a particular location. The metric draws attention. The connected context helps explain it.

That ability to move from a broad pattern to the incident behind it is what turns reporting into operational intelligence.

But the greater value lies in what happens after the report is found: leaders can trace the pattern back to its source and decide what to do about it.

Quality Becomes Part of the Operational Story

The same fragmented-versus-connected divide has long shaped quality assurance.

In a traditional QA process, evaluators manually select a relatively small number of calls, listen to each recording, complete a scoring form and document the findings. Those evaluations may provide valuable insight into the interactions reviewed, but they can still remain disconnected from the broader operational picture.

What call types were involved? Are the same questions being missed repeatedly? Does performance vary by agency, shift or incident category? Are different evaluators applying the criteria consistently? Is coaching improving results over time?

When QA data is connected with call-handling and CAD information, an evaluation is no longer an isolated score. It becomes another part of the center’s operational story.

AI-assisted quality assurance expands the number of interactions that can be reviewed by generating a preliminary score against the center’s evaluation criteria. Human evaluators then review and validate the findings before the evaluation is finalized.

The purpose is not to remove professional judgment from the process. It is to give that judgment greater reach.

“AI does not replace your evaluators,” Henley said. “It just reduces that manual scoring workload so that evaluators can focus on coaching.”

And that changes what the center can learn. A missed question is no longer buried in an individual evaluation form. Leaders can see whether it is recurring, whether it is concentrated within a particular call type and whether the issue appears across multiple telecommunicators. They can compare scores by question, track improvement over time and examine whether evaluators and shifts are applying standards consistently.

The center moves from reviewing isolated moments to recognizing patterns. And that shift gives supervisors something they rarely have enough of: time. Time to interpret the findings. Time to talk with employees. And time to coach, mentor and strengthen performance instead of spending hours simply assembling the information required to begin.

The Workload Has a Human Story, Too

Not every important pattern is a performance issue. Some are people issues hidden inside operational data.

Two telecommunicators may answer the same number of calls during a shift and carry entirely different workloads. One may handle routine administrative interactions. The other may take a domestic violence call, a suicide attempt and a serious injury crash in close succession.

A call count sees those workloads as equal. A connected view does not.

By examining incident type, call duration, emergency and non-emergency volume, time period and exposure to identified stressor calls, leaders can develop a more informed understanding of what their people are experiencing.

This is not a clinical assessment, nor should it be treated as one. It is an operational signal—a way to recognize that someone has handled an unusually intense series of interactions and may need a break, a check-in or additional support.

“Wellness is now a staffing and retention issue,” Henley said. “It’s not just compliance.”

This acknowledgement is especially important in an environment where leaders are already confronting burnout, vacancies and turnover. Supportive supervision can influence whether employees feel connected to leadership, whether they receive meaningful feedback and whether they see a future for themselves within the profession.

But supervisors cannot provide that support effectively when fragmented systems consume their time or hide the full nature of the workload their teams are carrying.

Connected intelligence does not replace the human conversation. It helps leaders recognize when that conversation may be needed.

The Goal Is Not More Dashboards. It’s Better Decisions.

Bringing fragmented information together does not mean every user needs to see every metric. A director may need a high-level view of service-level performance and call volume. A shift supervisor may need to identify immediate staffing or coaching concerns. A quality manager may want to examine missed questions by call type. An operations leader may need to understand why dispatch times are increasing during specific hours.

The underlying information may be connected, but the decisions it supports are different.

That is why the ability to filter, drill down, configure views and create scheduled reports matters more than the sheer number of visualizations available. Leaders should be able to begin with the question they need to answer, see the relevant pattern and follow it to the underlying interaction.

“The purpose is not to overwhelm the user with charts,” Henley explained. The purpose is to use information the agency already generates to identify performance trends, uncover coaching opportunities, support staffing decisions and recognize operational issues while there is still time to act.

A dashboard is valuable not because it displays more data, but because it makes something important visible sooner. It can reveal that a delay is concentrated within one incident category rather than across the entire center. It can show that an apparent individual performance problem is actually a process issue. It can identify an imbalance in evaluation workloads or highlight a telecommunicator who has absorbed an unusually high number of stressful interactions.

The fragments were always there. Connection makes them understandable.

From Separate Pieces to One Connected Story

An emergency does not unfold in silos.

The incoming call, the CAD record, dispatch activity, radio communications, quality evaluation and human impact are all part of one chain. Yet emergency communications leaders are too often asked to understand that chain by pulling its pieces from different systems and assembling the story themselves.

That fragmentation slows incident reconstruction, limits operational awareness, consumes supervisory time and conceals the context needed to make sound decisions.

A connected view changes the questions leaders can answer. It allows them to move from knowing that a delay occurred to understanding where it occurred and what contributed to it. From seeing that a score declined to identifying the call types and questions driving the change. From counting calls to understanding workload. From reviewing what happened last month to recognizing what needs attention now.

Emergency communications centers already generate an extraordinary amount of information. The challenge is not creating more of it. It is bringing the pieces together so that performance, quality, operations and employee well-being can be understood as parts of the same story.

Because the center should not have to reconstruct the truth from fragments. It should be able to see the whole picture—clearly, quickly and in time to make the next response even stronger.
