In modern investigations, the problem is rarely a lack of digital evidence.
It is the deluge.
The image that identifies a suspect, the clip that confirms a timeline or the detail that exposes a hidden connection has probably already been captured. But where is it? It could be buried in hours of body-worn video, held in a shop’s CCTV system, stored on a mobile phone or waiting on a member of the public’s device.
Investigators may not yet know exactly what they are looking for. They may not know where to find it. And they may not know how one seemingly insignificant fragment connects to everything else in the case.
That is the challenge facing investigators today. Collecting and storing digital evidence is no longer enough. Forces must bring scattered material together, find the detail that matters and get it securely to the people who can act on it.
Across England and Wales, that shift is already under way. What began as a way to manage the volume is becoming a way to cut through it: to surface the clues, connections and contradictions that move an investigation forward.
From first deployment to national scale
In 2018, Merseyside Police became the first force to roll out NiCE Evidencentral.
It was the first, but certainly not the last. Today, more than half of all police forces in England and Wales use NiCE Evidencentral, with more preparing to go live in the coming months.
Together, those forces are showing what digital evidence management looks like at scale. The clearest way to understand that scale is to follow the evidence through the process.
In the past 12 months, forces sent 1.4 million requests to businesses and members of the public, bringing potentially valuable material into investigations. Across the platform, 23.8 million pieces of digital evidence were managed securely and compliantly, while 12.6 million cases progressed. As material needed to move beyond the police, 1.5 million secure evidence links were shared with the Crown Prosecution Service.
These figures describe movement, not simply volume. Evidence is gathered from the people and places where it sits, brought under control, worked on and shared securely with those who need it.
That is real operational significance. The achievement is not merely that forces can store an enormous amount of material. It is that they can keep evidence moving through an investigation without losing control of it.
But moving evidence efficiently is only the first step. The bigger change lies in what investigators can do with it once it has been brought together.
From storage to active casework
For many forces, the original need for a digital evidence management system was immediate and practical.
Officers needed a faster way to request and retrieve CCTV. Forces needed a secure, compliant place to manage rapidly growing volumes of video, including footage from body-worn cameras. Evidence needed to be protected and made available to the right people at the right time.
A central repository addressed those needs. But as forces connected more systems and added more integrations, the role of NiCE Evidencentral expanded.
It became more than a destination for digital evidence. It became a place to work with it.
Authorised users could review material, redact sensitive information, manage disclosure and share evidence securely with the Crown Prosecution Service—all within the same environment.
The distinction is important. A repository tells you where the evidence is. A working evidence environment helps you use it to move the case forward.
And once material from different systems can be accessed and examined together, another opportunity opens up: investigators can begin to see relationships that separate systems would otherwise conceal.
Seeing the case, not the silos
Merseyside Police recognised that potential early.
The force understood that bringing its systems together through a centralised digital evidence management solution could do more than simplify storage. It could break down the silos that kept related pieces of evidence apart and prevented investigators from seeing the fuller picture.
Consider how a line of enquiry can emerge. A shop’s CCTV captures a distinctive vehicle near the scene of an incident. Body-worn footage from a separate encounter reveals its registration number. Another connected source links that vehicle to someone already relevant to the case.
None of those details tells the whole story on its own. Viewed together, however, they can point an investigation in a new direction.
That is why integration matters. It allows investigators to search across connected sources, compare material in context and identify associations, patterns or contradictions that might be missed when evidence is reviewed separately.
A recurring name may reveal a previously unknown relationship. A difference between two accounts may expose a weakness in a timeline. A detail that appears insignificant in one case may take on new meaning when it surfaces elsewhere.
The value is not that every piece of evidence suddenly becomes important. It is that the important pieces have a better chance of being seen together.
From millions to the detail that matters
As more forces come on board, the headline numbers will continue to climb. More cases will pass through the platform. More evidence will be collected, reviewed and shared.
But the next phase of digital evidence management will not be defined by how many millions of files a system can hold.
It will be defined by what investigators can discover within them.
The breakthrough in a case may come from a single frame of video: a vehicle in the background, a face appearing seconds earlier than expected or an object that was previously overlooked. It may be a name that recurs across different sources, a phone number that creates an unexpected link or a gap in a timeline that suddenly becomes impossible to ignore.
These are small details with the power to change the direction of an investigation. They are also easy to miss when evidence is scattered across systems or examined in isolation.
Finding them requires more than storage. It requires connected evidence, effective search and the ability to examine material in context. It requires systems that help investigators move from information overload to investigative insight.
Forces across England and Wales have already shown that digital evidence can be collected, managed and shared securely at extraordinary scale. The next opportunity is to make that evidence work harder: to expose hidden connections, sharpen lines of enquiry and help investigators build stronger cases.
The future of digital evidence management will not be measured simply by how much evidence a system contains.
It will be measured by how much more it helps investigators see.
